Congress passed the war funding bill and the President has signed it and all is proclaimed right with the world.
But, why are there things unrelated to the war funding in there?
Why is the minimum wage increase in there? Why the other pork?
And more to the point, why is President Bush not exercising his Constitutional power [...]
